From 1999 to 2017, Jörn Walter was Chief Planning Director of the City of Hamburg. Prior to that, from 1991 to 1999, he was head of the Dresden City Planning Office. He has had a decisive influence on both cities. With his deep insight into the administration, how does he see the current challenges in the industry? How can construction be made easier, faster, and cheaper? Specifically: How can we simplify planning and approval processes?
What are the individual federal states doing to reduce bureaucracy in their state building codes, to streamline the canon of regulations or to pragmatically update the protection of existing buildings in the sense of a conversion code? What does the long-announced ‘major’ amendment of the urban development law mean?
Or is it simply not possible to reduce bureaucracy, should we rather concentrate on creating exceptions?
